So even you don't know about the decision process. But They seem to already have decided when they publicly announce the aquisition of the anime title.
I hope that Koihime Mousou gets a dub in the future. Maybe if more people watch it. I also wonder if things will change once the economy improves. What if the reason why everything was dubbed up until 2007 was because it was before the stock market crashed. Hope to see more dubs once the recession is over.
This is probably one of the biggest reasons. There simply isn't enough money to go around dubbing every anime anymore.
Well, actually the DVD market, and the anime market in particular, were on a downward slide long before the economy sunk. ADV and Geneon both started having trouble around 2005, and the collapse of Music Land really hurt everyone.
Also, if you look at nearly all Sentai licensing announcements, they only indicate a home video release. Very, very few of them specify bluray (which means it will be dubbed), or mention bilingual DVD. If they do, they are either a continuation of a title that has already sold well, or they are similar to other shows that have sold well. For instance, fan service heavy shows and certain action shows tend to sell well, so they are more likely to be dubbed.
For a huge chunk of their shows, they wait to see streaming and VOD numbers, and watch online discussions before making a decision. If a show has poor streaming numbers, it's unlikely that any DVDs or Blurays will sell enough to warrant the added cost of a dub.
